These are examples of a few different types of HTML sitemap layouts I have seen. This is NOT anything that you have to do and has nothing to do with submitting anything to a search engine. Please do not confuse the two.

This is for a separate page on your site where visitors can glance and have easy access to all of your pages that you list. Sort of like an index page in a book.

I have set them up using a Tier 2 Page as a Heading that is not an active link to a page, and then listing the Tier 2 page again below it as an active link to the page.

I think this will provide an internal site link to your pages, make it easy for a visitor to understand the structure of your site, and provide the Tier 2 page keyword in a heading tag which I believe ranks a bit higher with the search engines.
